Health Secretary Matt Hancock has today issued a rallying call to fellow Conservatives in Birmingham by issuing a stark choice between embracing the future or embracing defeat. Hancock, who celebrates his 40th birthday on Thursday, put himself forward as the poster boy of Tory modernisation policies in a speech that had distinct echoes of his former boss George Osborne or David Cameron, who Theresa May has always been keen to erase from the party image.
